Define a common technical gate
Issue the feed and equipment description, preparation capability and required outcome to all invited suppliers. State what evidence is needed to advance from sample screening to an equipment comparison. Keep critical acceptance criteria consistent rather than negotiating a different technical question with each bidder.
Require identifiable codes and proposed document revisions. Avoid turning an incumbent catalogue description into a supposedly universal specification when its methods or acceptance basis are not known.
Normalize the accepted commercial offers
Compare prices at the same stated quantity, packaging and delivery boundary. Where consumption differs, calculate treatment cost from acceptable measured runs. Keep the dose basis and feed condition attached to the calculation.
An estimated annual quantity is not a verified consumption guarantee. State whether it is a forecast, a committed quantity or a call-off planning assumption in the actual procurement arrangement. Use the NPAM cost comparison to expose scope differences.
Evaluate supply continuity without inventing stock
Ask each bidder to explain lead-time assumptions, order confirmation and the response to a proposed grade substitution. Request evidence appropriate to the actual supply plan rather than accepting an unsupported claim of permanent availability.
Consider the buyer’s storage and replenishment constraints. Bigger deliveries may reduce order frequency but increase handling exposure or leave material in unsuitable conditions. Link the tender proposal with package and inventory planning.
Control the awarded material
Specify the approved code, document precedence, lot evidence and change-review process. A tender award should not permit an untested substitute whenever market conditions change. Define the route for reviewing a proposed alternative before dispatch.
Keep a technical review point if feed or equipment changes materially during the supply period. Use repeat-order controls so later call-offs retain the qualification basis rather than becoming simple copies of an old purchase description.
Decision record for the quotation
| Decision | Evidence needed |
|---|---|
| Technical gate | Common feed, endpoint and qualification progression for every bidder. |
| Price basis | Accepted consumption, quantity assumptions and delivery scope remain visible. |
| Award control | Approved code, substitution review and batch evidence govern subsequent call-offs. |
